Last spring Philip Fox* ("Phil") La Follette, 33, Republican Progressive, brought a court action against Wisconsin's Governor Walter Jodok Kohler ("of Kohler," plumbing tycoon), Republican stalwart, to oust him for excessive campaign expenditures.
