Departing from the Communist stand, the paper proposed international supervision of foreign-troop withdrawals, as previously suggested by the U.S. The N.L.F., of course, wants the supervision applied only to the departure of U.S. and allied forces, since it does not acknowledge the North Vietnamese as "foreign."
