...ninth-grade level. One speechwriter told TIME that those guilty of highfalutin language "are quickly brought into line-by the leader [meaning Carter]." But, another insisted, "we are not writing down to people. If you follow Strunk and White's Elements of Style, you can meet his standard...

...auto mileage rules already written into law are unrealistic. Increased auto efficiency is highly desirable. But, if the U.S. auto industry is forced to meet the 1985 standard of 27.5 m.p.g., it will be subjected to debilitating competition from foreign carmakers, who are far more experienced at making small autos, and threaten a loss of jobs. A better idea: to rely on stiff taxes on big cars. In Europe, that approach, plus high gasoline prices, prompts most buyers to choose gas-miserly small cars, while allowing manufacturers to turn out large, flashy autos for motorists who want and can afford...

Although it begins with all the standard props of detective fiction, Thomas Berger's eighth novel is a spoof of whodunits only in the sense that Portnoy's Complaint was a redaction of Oedipus Rex. Berger's chief debt is not to the novels of Dashiell Hammett and Raymond Chandler but to the fiction of the '60s (including his own Little Big Man), written before black humor had been eclipsed by black studies. Carter's critics claim that his male recruiters-consciously or unconsciously-exercise a familiar double standard when they consider women: to be hired, a female candidate has to be much more qualified than a male. Carter's aides argued against giving a job to Texas Congresswoman Barbara Jordan because she had no administrative experience. But the talent hunters were willing to overlook similar gaps in the backgrounds of some men who were tapped. Although he was a top staff man for Lyndon Johnson, HEW Secretary Joseph Califano had never managed anything but his desk before becoming the boss...

...STANDARD DEDUCTIONS. The Finance Committee voted for a flat standard deduction of $2,200 for single taxpayers, $3,200 for married couples (under present law, the deduction ranges from $1,700 to $2,400 for singles, $2,100 to $2,800 for the married). The House had set deductions of $2,400 for the single, $3,000 for couples. That, however, could have increased the so-called marriage penalty: two people living together could claim deductions totaling $4,800, while if they married and filed a joint return they would be held to $3,000. Long would not hear...
