Since his graduation from Harvard College in 1917 Dr. Wynne has had considerable connection with the State Department so that the position is not entirely new to him. He was a delegate to the Peace Conference in Paris at the conclusion of the World War and served as secretary to the American Embassy in Tokio the two following years. After serving for two years in Washington he returned to Harvard and did some special work on immigration, besides teaching Government 18a and 18b, courses in International Relations.
