...Kosovo New Charter, Old Problems Kosovo's new constitution came into force on June 15, four months after the former Serbian province declared its independence. But Kosovo's path to autonomous statehood remains rocky. While some 40 countries have recognized Kosovo's secession, Serbia and ally Russia oppose its sovereignty, which they view as a violation of international law. Observers warn that the charter could also inflame simmering tensions between Kosovo's ethnic Albanian majority and its resident Serbs...

...swing state in November. It's not even a state, and its 4 million residents aren't allowed to vote in the general election. Its partisan politics have little in common with the mainland's; the main competitors are not Democrats and Republicans, but "commonwealthers" and "statehooders," and while they are divided into reds and blues, the reds of the commonwealth party are more likely to favor Democrats, while the blues of the statehood party skew more Republican. Puerto Rico residents do serve in the U.S. military, but they do not pay U.S. income taxes, and many of them will...

...Compounding the problem is that there is no simple way to run a fence through these towns. In some places, families own property that actually straddles the line, a legacy of Spanish land grants older than Texas statehood. A new barrier might cut these spreads in two. ...seems, then, that there can be no mutually acceptable solution as long as independence remains the fundamental question. Choosing sides will not actually lead to peace or stability. Somehow, the frame of the debate must shift. Paradoxically, the only resolution is one that renders Kosovo’s statehood immaterial. The only way to look beyond this wedge is to look above it—to the continental level of the European Union (EU).The EU must take a leading role in defusing the dispute. First, it should urge Kosovo to be patient in declaring its independence. Then...

...Helping the Palestinians. Bush should get some credit for officially supporting a Palestinian state in 2002. Arabs are skeptical that this is the landmark breakthrough the White House makes it out to be. As far as they are concerned, the U.N. voted for Palestinian statehood as long ago as 1947. Palestinians felt let down and rose up in the second intifada in 2000 when the Oslo Accords of 1993 failed to deliver the statehood they expected after Palestinian leader Yasser Arafat recognized Israel's borders within 78% of the original territory. Arabs cynically see Bush's endorsement of Palestinian statehood...
