MacArthur's troubles stem from what might be virtues in a literary biography-earnestness, caution, balance. Though the moviemakers clearly admire their subject, they are careful, for example, to dramatize his ravening egomania. A staff p.r. man is always present to arrange heroic news photos of the general, and MacArthur's own concern for image is fully laid out. One cannot complain that they have ignored those aspects of MacArthur's nature that his critics deplored. On the other hand, they have not done much with them, which is to say they have tiptoed...

Personalized Power. Burns' power is highly personalized. It does not stem entirely, or even mostly, from his position as chairman of the Federal Reserve's seven-man board of governors. In fact, Burns has only one vote on the twelve-member Federal Open Market Committee (FOMC), which actually sets monetary policy. Trade will grow at only half of 1976's 11% rate, says the commission, and the rise in consumer prices will back off only slightly, from 10.5% last year...

All of a sudden, aid for Mobutu's regime was pouring in. Morocco sent 1,500 troops and promised 1,500 more to bolster Zaire's seemingly ineffectual 30,000-man army. France airlifted the Moroccans' equipment, along with a handful of French instructors, to Zaire. China contributed supplies, and Egyptian...
