In the realm of diplomacy his Government has all but isolated Germany, won Russia's strong support and obtained the backing of Britain and Italy for the Eastern Locarno Pact (TIME, July 23). Last week Secretary of the Interior Ickes reported to the Senate on his stewardship of $3,300,000,000 which had been given him last July to help put the country back to work.
