When neither the executive nor the legislative branch cared enough about the Negro to guarantee his basic rights as a citizen, not to mention as a human being, the Warren Court outlawed school segregation, setting in motion the civil rights advances of the '50s and '60s. When no other body of Government seemed concerned that city dwellers were made second-class citizens...
