While cities struggle with their problems, the receiving areas of the Sunbelt and the countryside do need not some grand federal plan but a cooperative effort among citizens, business and local government to assure sensible and orderly growth. Without that, the shelf life of the new American life-style could wind up being roughly that of a Big Mac.
