...Army will have a much tougher time punishing Hale now that he has retired. Responding to a written inquiry from Senator Olympia Snowe of Maine, Army Colonel Scott Black recently wrote that "although retired soldiers remain subject to the Uniform Code of Military Justice, they are only prosecuted by courts-martial when extraordinary circumstances are present." But the proliferation of those posters has been the subject of ongoing debate between student groups eager to promote their events and some students and administrators concerned about preserving the beauty of the campus. Groundspeople were hard at work last week with fire hoses blasting away the masking tape that had glued old posters to the pavement outside the Science Center, and Dean of Students Archie C. Epps III was spotted personally removing posters from various "illegal" posting sites...

He also told TIME that should PRESIDENT CLINTON visit the province to encourage support for the agreement, as has been proposed, "we will not give him a free hand to go around and do whatever he wants. He will be subject to the cut and thrust of the hustings of Northern Ireland political campaigns." Paisley's party is well known for its gangs of bullyboys who play rough during elections. Could Robinson be threatening disruptions? "One thing we will not do is give prior warning of our intentions," he replied...
