Certainly NATO has had success in debilitating Milosevic's military capabilities with its bombing runs. Milosevic's military infrastructure has been reduced; his ability to retaliate has been minimalized. But these achievements carry the same applicability as the ideas of "autonomy" and "peace" that have echoed through the Allied Force's characterization of the war.
