...numbers are tiny--only 40 to 80 Gulf War veterans have the fatal disease, also known as amyotrophic lateral sclerosis, or ALS--but the preliminary study (released by Anthony Principi, the new Secretary of Veterans Affairs) has a much broader significance. It's the first federal study to suggest that Gulf War service is linked with brain disease. A researcher who saw vindication in the report is Texas epidemiologist Dr. Robert Haley; he has been studying Gulf War veterans for eight years, hoping to pin down the cause of a syndrome that left them chronically fatigued, nauseated, anxious and depressed...
...Best Reform Credit Russia for its ongoing overhaul of the country's taxation system. This year Moscow introduced a flat personal income tax rate of 13%, a move designed to encourage citizens to pay the excise rather than opt for often expensive avoidance schemes. While the Taliban fled before the handover could take place, Karzai's diplomatic efforts suggest that the faith placed in him by the Bonn conference is well founded. An equally bored-looking cat, if cats can look bored, hesitates between the two of them. The very air is congested with the excessive patterns of a middle-class interior, with its ugly mock-Henri...
...need to win the hearts and minds of Afghanistan's children with more than food and blankets. I suggest that the kids of America purchase dolls and other toys from thrift stores or gather their discarded G.I. Joes and Barbies and take them to the nearest military base. From there the toys could be shipped across the ocean and distributed to needy Afghan kids. This gesture, in a spirit of hope for a lasting peaceful relationship, with no strings attached, would help the people of that devastated land know that somebody cares. BOB RICHARD San Diego...
