When possible, the AEC makes a lump-sum contract with the lowest bidder, but often the projects are so new and so uncertain that no sane board of directors will make such a guarantee to deliver results. It follows that many contracts must be "cost plus a fixed fee," in spite of the risk to the taxpayer. Since the contractor does not profit by keeping costs down, he is tempted to permit abuses-from loafing to large-scale inefficiency.
