Unquestionably, public confidence in authority has sunk. Last week Pollster Louis Harris reported that people surveyed in January had an even lower opinion of Congress than they did of President Nixon, whose popularity has been at an all-time low for months. Harris found 69% of Americans thought Congress was doing only a "fair" or "poor" job. In an earlier survey, 68% of those polled expressed similar negative feelings about Nixon. Chinese and Vietnamese naval ships exchanged fire for the next 48 hours. The Chinese flotilla was supported by MIG warplanes based on Hainan Island 200 miles to the north. At least one Vietnamese ship was sunk, and 122 Vietnamese were killed or captured. Although Saigon claims to have sunk two Chinese ships (Peking has refused comment), all Vietnamese were driven from the Paracels and Saigon Radio admitted defeat...
