White House chief of staff Rahm Emanuel attended the Democratic caucus' briefing on the compromise and senators said he pushed hard for their support. Emanuel, a former House leader still popular with his ex-colleagues, may help win backing for the bill from House Dems upset over the loss of funding for their projects.
