Governor Earle stepped in promptly when the steel strike spread to Bethlehem Steel's Cambria plant at Johnstown, Pa. First he sent in State police who with a firm hand arrested strikers as well as non-strikers to suppress violence. Since the mill continued to operate and the State police prevented the strikers from closing the mill by force, he was in the peculiar position for a Labor Governor, of "breaking the strike."
