Tougher disclosure laws in countries like France and Germany would go a long way toward easing public suspicion of stock-option grants. It would also bring those countries closer to the more transparent corporate practices of the U.S.--a prospect, admittedly, at which many Europeans still bristle. As the equity-driven start-up wave of the new economy hits the Continent, the use of options by European businesses is bound to increase. And the larger debate will continue to rage: In a time of near ludicrous stock valuations, does anyone really deserve the fortunes gained through stock options...

True enough. But before you dismiss my suspicion that Barry has secretly taken possession of Williams' soul, look at all the evidence. There was the new mayor's Barry-like acceptance of a white official's resignation after he came under fire for using the word niggardly. There's the mess those telecommunications companies have made of our downtown streets with the city, in classic Barry mode, not even charging them a reasonable fee to repair the damage. And there's the unsettling fact that after a decade of declines in the homicide rate, we've had 86 killings...

...which older children can assert constitutional rights of free expression or privacy against schools. Usually the judges have found for the grownups. The Supreme Court has said it is O.K. for principals to censor student newspapers and for schools to test athletes for drugs without specific reasons for suspicion. And outside this peculiar case, the issue of whether children can assert legal claims against their parents or bring claims that their parents oppose is fairly clear cut: they can't. Many people remember the famous case of "Gregory K.," a 12-year-old who sued to "divorce" his parents...
