...electoral victory. Peres is conscious of his 20 point lead in polls, but claims that an early election is appropriate, since he was not elected, but simply stepped into his position after Rabin's assassination. Peres may be doing some canny political maneuvering of his own, however. Since the Syrians will not come to the negotiating table before October, Peres cannot count on the wave of support a fresh peace agreement would give him. In order to win the election, Peres must take advantage of his current high standing. Time's Johanna McGeary says "Another peace deal would make Peres...

JERUSALEM: The war of words between Israeli Prime Minister Shimon Peres and opposition leader Benjamin Netanyahu heated up, as Peres accused the Likud leader of sending secret messages to Syrian President Hafez Assad. The messages, Peres told the Knesset yesterday, say Israel will be ready to trade land for peace if Likud wins the parliamentary elections later this year. Netanyahu denied the charges, calling them "a big bluff." Jerusalem bureau chief Lisa Beyer reports: "This accusation dates back to Rabin, who also accused Netanyahu of sending such messages. And for two prime ministers to make that accusation does carry with...

WASHINGTON: Military experts joined the Syrian and Israeli negotiating teams as a new round of peace talks began today in eastern Maryland. "This is more of a courtship dance than a marriage ceremony," says TIME's Beyer. "The talks are too low level and informal to come away with any kind of breakthrough agreement. But they are still very important. Negotiations have always been icy and formal between these two countries. These talks are thawing the air, which is necessary to get to the next step." The negotiations are being mediated by American Dennis Ross, and are expected...

...ISRAEL: Standing on the shores of the Sea of Galilee, the leaders of Israel and Jordan looked across the waters toward Damascus and called upon Syria to reach peace with Israel. Secretary of State Warren Christopher joined Israeli Prime Minister Shimon Peres and Jordan's King Hussein in inviting Syrian President Hafez Assad to seize what Peres called "the galloping prospect of peace." Christopher on Friday will travel to Damascus to try to persuade Assad to follow Hussein and reach a peace agreement with Israel. "Hussein's visit, his first since Yitzhak Rabin's funeral, is seen by the local...

...which Israel wrested from Syria in the 1967 Mideast war, has stymied peace efforts between the two countries. Israel may now be ready to go along with Syria's demand to withdraw, but wants to ensure the safety of Israelis there. A multinational force, Peres said optimistically, would deter Syrian terrorism and reassure Israelis following a peace agreement. "This force, if deployed, will probably get more opposition from American isolationists than from anyone in the Golan," notes Pentagon correspondent Mark Thompson. "But the mission would not put American forces in great danger, nor would it be costly. Clinton...
