...witness the scene of greatest human rights violations--the battle zone. Here the human rights rectification by the U.S. becomes particularly farcical. Government troops are pursuing a "Scorched Earth" policy, destroying all life--animal, plant and human--in a region suspected to be supporting rebel fighters. This horrible tactic was introduced to El Salvador by American advisors and first implemented in January 1982, a month after the U.S. undersecretary of defense signed the new U.S. military stategy for El Salvador...

...Bisharat (letter, March 17) feels he must refer to me as a "Zionist propagandist," a "fool," and one who "insults common sense." Like a child boxed into a corner, arms tied behind his back, his only response is to swing. Might I suggest that this is the time-tested tactic of one who cannot stand on the strength of his own convictions? Facts speak louder than fiction, and Mr. Bisharat, in his hysterical, ill-directed frenzy, loses any semblance of coherence and credibility and directly gives the lie to his own arguments. Everyone loves to laugh at the Moral Majority, but is is scary indeed when the left--the guardians of free speech--choose the same tactic. Obviously, the first step is to put the alarm out of reach, which over sleepers do in a variety of ways. By far, the most common tactic for setting the alarm out of reach is the across-the-room technique. On a cold winter morning, running across the room to turn off a blaring alarm is stimulating, to say the least. Of course, the morning air can shock your body so that you immediately jump back in bed after shutting...

With their new promotions, Hertz, Avis and National are reluctantly resorting to a tactic pioneered by Budget Rent a Car, the scrappy No. 4 company that has been chipping away at the dominance of the big three. Since 1978, Budget has handed out such premiums as calculators and pen-and-pencil sets. The giveaways and price discounting helped Budget boost its share of the market from about 7% in 1976 to 16% last year, close behind the 17% held by National...
