While some top Clinton administration officials (and even Hillary) may be pining for a photo op in the Balkan war zone, they will have to get their snapshots the hard way. When Deputy Secretary of State Strobe Talbott flew in to the Macedonian capital of Skopje a few weeks ago in one of the Air Force's Lockheed C-130's, he got the ride of his life. The problem for potential future visitors: Talbott's plane was "painted," meaning that the Serbian military's antiaircraft system had got the plane in its target sight. Talbott's flight crew immediately...

Moscow, sidelined and ignored as NATO went to war in the Balkans, is suddenly teeming with Western leaders seeking to negotiate their way out of the Kosovo stalemate. German defense minister Rudolf Scharping discussed Kosovo with top Russian officials Wednesday, following U.S. envoy Strobe Talbott's Tuesday talks with Russia's foreign minister Igor Ivanov and Kosovo envoy Viktor Chernomyrdin. Greek foreign minister Georgios Papandreou and U.N. secretary general Kofi Annan were due to arrive for talks later in the day, while Canadian foreign minister Lloyd Axworthy was due to join the diplomatic party on Thursday...

...Clinton Administration goes that far. But Russia's problems seem so vast and impervious to foreign help that the forward momentum has drained out of its Russia policy. Deputy Secretary of State Strobe Talbott, its chief architect, now advises "strategic patience." Republicans, enthused by polls that show growing discomfort with Clinton's leadership in foreign affairs, are hoping to draw blood from the Administration's evident lack of a Russia policy. An added incentive: Al Gore will be the Administration's point man in talks with Primakov...

Last Friday morning, Deputy Secretary of State Strobe Talbott had a tense, 20-minute session with Yeltsin at the Kremlin. Talbott, speaking in Russian, said, "We need to know what your intentions are and what you are going to do." An aide interjected, "Mr. President, Mr. Talbott wants to know if you plan to resign." In a conference call with Clinton and other top American foreign policy officials later, Talbott reported that Yeltsin slammed his fist onto the conference table and replied, "I intend to serve out my term!" That clinched the summit...

...There may be a spiraling arms race here, but we do not think it is inevitable," says Deputy Secretary of State Strobe Talbott. The world can only hope so. Before the May explosions, the Pentagon's Joint Chiefs of Staff conducted several simulated war games to see how the U.S. might intervene to prevent a nuclear-armed India and Pakistan from using those weapons in a war over Kashmir. The games always ended the same way: the officers concluded that there was virtually nothing they could do to stop the nukes...
