YOKOHAMA, Japan: Embarrassed Japanese government officials conceded today that they had drastically over-estimated the oil spilled in Tokyo Bay by a factor of 10. Instead of the 100,000 barrel-leak they reported Wednesday when the 147,012-ton tanker ran aground, they now believe only 9,800 barrels poured into the harbor. Two men leaped out of the truck...

To dislodge holdouts in downtown Vitez, Croats filled a tanker truck with explosives, tied a Muslim to the steering wheel and propelled the vehicle into a block of houses, killing and maiming dozens...

Serious tragedies occur almost weekly. Last September, just north of the border, a Mexican driver was killed when a spark caused by carelessness ignited his tanker filled with jet fuel. Texas officials recently investigated a sulfuric-acid spill in Laredo involving a 16-year-old driver with no insurance and no shipping papers. His rig had faulty brakes; nine of its 18 tires were bald. It is not uncommon to find several Mexican truck drivers carrying insurance cards with the same name and policy number...
