...Troubles. Last week the sounds of stress seemed all too familiar and ominous to Velasco. In Quito, the capital, seven consecutive days of student violence ended in a three-hour battle involving tanks, tear gas and the chatter of machine guns. As if on cue, Velasco summoned his military chiefs. "I quit," he announced. This time, however, there was a change in the script. At the urging of Defense Minister Jorge Acosta, 49, who is Velasco's nephew, the generals refused to accept the President's resignation. ...strike is doomed to failure, and small wonder. James chases after Linda until there is little time left for political ideas. Finally the cops wade in heavily with tear gas, and the kids, all neatly assembled on the floor in an intricate and improbable circular flower design, are soundly beaten and busted. ...planning. The crowd gathered on the front steps of the city hall- which was closed- and listened to several speeches. About a dozen police cars filled with helmeted policemen lined the streets near the city hall. Prominent in the front seat of each car was the muzzle of a tear gas rifle. The situation was tense, but the rally went off without incident. Across the street was a large green truck. On its roof long cameras with microphones slowly and silently turned around, recording the rally and the people standing around...
