Elkhart, Ind., was spotlighted as the "Recreational Vehicle Capital" of the U.S. I've had to deal with the Elkhart agency enforcing child support for 14 years. Yet even in the high-tech '90s, it is not yet computerized. It's been frustrating to cope with an overloaded system bogged down by a lack of commonplace technology.
