This new G. O. Problem was the result of the Senate Lobby Committee's investigation of Mr. Huston's activities in behalf of Muscle Shoals. A Tennessean, Mr. Huston long headed the Tennessee River Improvement Association, which maintained a Washington lobby to oppose Government operation of the Government's $150,000,000 power plant, built during the War to make nitrates for gunpowder.
