...some districts and compete in others would work only if the North VietNamese troops left the country. A massive stumbling block here is that nobody can conceive of an effective means to guarantee that the Northerners get out and stay out, or that the Viet Cong really halt their terror. That job is supposed to be done now by the three-nation International Control Commission (Canada, India, Poland), a leftover from the Geneva Conference of 1954. But the commission lacks the manpower, vehicles and-on the part of its Polish and Indian members-the will to do the task...
...Night of Terror. One mile away, at the town of Song Be. Dak Son's intended defenders, a battalion of South Vietnamese soldiers, clenched their fists in helplessness as they watched the flames on the plateau mount higher and higher into the dark sky. Their small force of helicopters had earlier been sent out on another mission and could not be recalled. A march on foot to relieve Dak Son would lead through a wild and deep ravine separating the burning hamlet from Song Be. It meant three miles on a tortuous and twisting trail in the darkness...
Numbering 750 hard-core fighters, plus several thousand support troops, the guerrillas have repeatedly attacked Indonesian military sites and terrorized Malaysian border areas since July. They have also tried to enlist by intimidation Borneo's primitive Dayak tribesmen, the descendants of legendary headhunters. This tactic provoked a reaction that their Maoist guerrilla handbooks did not even hint at. Meeting terror with terror, the Dayaks exploded in an avenging rampage of killing, burning and cannibalism against all Chinese...
These affluent days, most Americans rarely think about what's going on in the local jail, or they assume that prison reform has worked some quiet miracle of rehabilitation. Experienced in mates know better. Understaffed and undersupervised, county jails often provide terror far more chilling than any thing to be found in a full-scale pen itentiary. Last week the everyday horrors of life in Chicago's Cook County Jail erupted into public view. A grand jury has been investigating, and the city's newspapers have started interviewing former inmates. The result is a stomach-turning catalogue...
When the major novel about the Nazi terror is written, its theme will almost certainly be not physical brutality but moral decay. Night Falls on the City merely anticipates the probability. Some of the animal savagery is there, and the death and suffering, but what is even more shameful is the almost total collapse of human decency in a highly civilized-perhaps overcivilized-society. Author Gainham knows Austria well, and the Viennese victims, fence sitters, Nazi bullyboys, happy collaborators and German overlords are all convincing enough for documentary purposes. Almost predictably, her heroine, a famous actress, has a Jewish husband...
