...agency seeks to disqualify unscrupulous contractors before they can even bid on city projects. The School Construction Authority, created in 1989, has identified 52 contracting firms linked to crime or shaky financing. "Some agencies review companies with suspicious records, but we demand disclosure of potential bidders," says Thomas D. Thacher, the SCA's inspector general...
Dawn in Ojai, Calif. As the sun rises over rugged peaks, more than 80 young men and women are busy shoveling horse droppings at the elite Thacher School, a 425-acre sprawl of corrals and classrooms that combines New England-style prep-school life with the ethos of Western ranching. As part of their regimen, students must feed the horses and muck out their stalls before breakfast. Women, including faculty members, complain that the school remains encumbered with "old boy" history. Yet if Thacher continues to thrive, it is probably because of its throwback traditions. "If there is any single quality we look for," says admissions director...
...will be sponsoring, in conjunction with the Coast Guard, a kick-off celebration at Maine's Portland Head Light. After that, it will be up to local groups to apply and spend the funds. If all goes well, the work of the Lighthouse Preservation Society and the Thacher Island Association, and other local groups, will come together so that, in the words of Senate Resolution 306, "these impressive structures, standing at land's end through two centuries, symbolizing safety, security, heroism, duty and faithfulness" will be preserved...
