More ominous, they could also threaten Peking's sense of security by moving along the 4,500-mile Soviet-Chinese border, which is bristling with 44 divisions of the Red Army. Soviet troops could strike into the frozen, inhospitable terrain of Sinkiang, but a more likely target is Manchuria, China's industrial heartland. Analysts hopefully discount an air attack on China's nuclear faculty at Lop Nor as a "doomsday" option, one perhaps favored by Moscow's military brass, but not by the Politburo...

...undersell the positive benefits of SALT II. Despite inevitable drawbacks, SALT II will be a definite asset to the U.S. position. It will stem the most blatantly threatening and currently costly aspects of the nuclear arms race. As Carter pointed out in his speech last week, the treaty will limit both sides to 2250 missile launchers and 1320 missiles with multiple warheads (MIRVs). When all this evidence is added up, what other conclusion can one come to? Are we willing to wait? What...

...special arrangements, these industrial consumers receive electricity from TVA at discount rates, while small consumers pay full rates. This means that the small consumers effectively subsidize the energy consumption the industrial giants, which in the case of Union Carbide, for example, goes toward operating uranium enrichment plants that seriously threaten local environments...
