...Alternative-energy developers are studying numerous small hydro projects, mostly along the coasts. The Federal Energy Regulatory Commission (FERC) has issued 11 three-year "preliminary permits" for hydro, with installations at locations including Puget Sound in Washington, San Francisco's Golden Gate and New York City's East River.
