Will thrifts ever thrive again? By blurring the distinction between banks and thrifts, the President's rescue plan prompts many banking experts to wonder whether the U.S. needs a separate S & L industry anymore. Thrifts hold about one-third of all U.S. mortgages, down from nearly 60% some 20 years ago.
