...Bush administration officials believe a second Security Council resolution is not a necessary precondition for going to war, politically it remains extremely desirable. Washington's most committed allies in Europe - Britain's Tony Blair, Spain's Jose Maria Aznar and Italy's Silvio Berlusconi - are all swimming against the tide of domestic opinion in order to support Bush, and all have pressed for Washington to seek UN endorsement. Even in the U.S., opinion polls find that a majority of Americans would prefer UN endorsement for a war, and the number of registered voters telling pollsters they'd reelect President Bush...

...course, a revolution even he could not have anticipated. And not just because he died five years before Watson and Crick discovered DNA?s double helix (when his car was hit by a produce-laden freight train). Doc was an old-fashioned sort of biologist who combed tide pools for the invertebrates he loved - mollusks, anemones, starfish - and studied their gross features and quirky behavior (and supported himself by supplying biological specimens and slides to schools and research institutions from his rickety lab along Cannery Row). ...Security Council allies, like Britain, Spain and Bulgaria, may be more convinced of the Bush administration's political case, but they find themselves swimming against the tide of European public opinion and are showing little sign of convincing the antiwar camp. Until now, Washington may have been hoping that the specter of the U.S. rendering the UN irrelevant by acting alone outside of a UN mandate might force the likes of France and Russia to reconsider. But the European antiwar camp appears to be more fearful of the UN becoming irrelevant if it simply rubber-stamps a U.S. policy...
