Much of his program is directed toward returning some kind of balance to Cambridge's schools. The tracking system is a favorite target. HARVARD-PENN: A fifth Penn quarterback will make his appearance today. So both teams are about even in the quarterback department. Elsewhere, however, the Crimson enjoys advantages.
