...Johnson never sought a declaration of war against North Viet Nam, possibly because to do so might have provoked Peking and Moscow to respond in kind against South Viet Nam. Instead, after what was widely publicized as an attack on two U.S. destroyers by a group of North Vietnamese torpedo boats in 1964, he sought and got from Congress the Tonkin Gulf resolution, which gave him carte blanche to use U.S. forces however he chose in Viet Nam. The Senate voted two weeks ago to repeal the Tonkin Gulf resolution, but the Nixon Administration had never relied on it anyway...

I hope darkness is good for the fish and solaces them with its successful simulation of the blackness of the deeps, for at times, especially when looking into the central pool (populated with rudimentary goldfish and long-shouted fellows who may have been Marlowe's "vile torpedo"), it seemed that the fish were a little too considerately shrouded in nostalgic midnight. ...Tonkin Gulf incident in 1964 illustrates flaws not only in intelligence but also in Johnson's use of it. When challenged by headquarters, the commander of a two-destroyer U.S. naval patrol that was supposedly attacked at night by North Vietnamese torpedo boats replied hesitantly: "Review of action makes many reported contacts and torpedoes fired appear doubtful. Freak weather effects and overeager sonarman may have accounted for many reports. No actual visual sightings." Washington insisted that it had independent confirmation of the attack, but it was a skinny reed on which Lyndon Johnson based the first U.S. air strikes...
