After all that, should 9/11 have been a surprise? There were those who saw what was coming, most notably FBI agent John O'Neill, who perished during the attack on the World Trade Center and whose story is eloquently told in Lawrence Wright's masterly book The Looming Tower: Al-Qaeda and the Road to 9/11.
