...LTTE suicide bomber killed herself inside a crowded transit camp maintained by the government for displaced Tamil civilians in northern Sri Lanka. She killed and injured scores of Tamil men, women, and children awaiting transport to safer areas. A day later, the LTTE shot and killed 19 civilians as they attempted to cross over to government held areas. The incident was not widely reported in international media, perhaps due to its low political appeal. However, it is absolutely imperative that we resolve—as a global community—that no rebel group or government be allowed to commit...

...heart of the initiative is Masdar City, a community designed for 40,000, set to be completed by 2016, that bills itself as the city of the future. Cars will be banned, so residents will be whisked around the city on a personal rapid transit (PRT) system, an automated cable-car-like network. (The PRT cars, unveiled at WFES, look as if they were stolen from the set of Star Trek.) More prosaically, the 2.3-sq.-mi. ...weather satellites, antismoking programs and the like. But the austerity scolds haven't found many outrages; antismoking programs, for example, are a terrific way to hold down the long-term health costs that threaten the Treasury's long-term solvency. There ought to be even more money for mass transit, which reduces energy use, increases the competitiveness of metropolitan areas and helps working families, as well as freight rail, which has even greater environmental and economic advantages. Expanded unemployment benefits and food stamps would be excellent stimulus - and those are both desperately needed right now. Retrofitting federal buildings...

Police departments might need to make unprecedented changes in order to ensure the integrity of police protection. This may mean reducing the number of armed cops on the street, or reevaluating exactly which cops truly need guns to facilitate their duties. For example, in the Bay Area, transit police are employed to preserve the safety of transit riders. In the majority of cases, a gun might not be needed to fulfill this objective, as shown by this recent incident, guns may counter that purpose. Departments could, alternatively, become more stringent about the police’s freedom to use lethal...
