Under the government's long-term plan for "separate development," South Africa's 20 million blacks are being designated citizens of the various new "inde pendent homelands," such as Transkei and Bophuthatswana, regardless of where they happen to live. The plan, in depriving blacks of South African citizenship, ensures that whites will be the majority group within South Africa.
