WISCONSIN SENATOR WILLIAM PROXMIRE. He gained a measure of national recognition for leading the successful Senate fight against the supersonic transport, but otherwise lacks any broad constituency. He speaks often of the need for reordering priorities, cutting funds for the military and the space program in order to upgrade health and education.
