After the meeting, the White House announced that the President would soon propose major new cuts in federal spending. To emphasize his determination to balance the budget, Reagan has tentatively decided to trim $13 billion from his once sacrosanct defense spending goals over the next three years. Secretary of Education T.H. Bell, with ample encouragement from the Reagan budget office, has warned against premature celebrations. Acknowledging his mandate to trim the department's budget from $14.8 billion to $13.1 billion for the 1983 fiscal year, Bell announced recently that some of the new reductions would be in student loans.
