Getting "proactive" is exactly what got this war going in the first place. Even before the independent counsel seized on Linda Tripp's taped evidence, in mid-January, of an affair between the President and Monica Lewinsky, the White House and its allies had played up Starr's G.O.P. credentials. But their efforts to demonize the independent counsel as a reckless zealot haven't stuck.
