...Moscow In a move meant more to calm criticism abroad than at home, Russian President Vladimir Putin announced a partial troop withdrawal from the troubled region of Chechnya, where rebel guerrillas continue to take their toll on weary Russian armed forces. While Putin did not specify troop numbers, officials said that as many as 80,000 soldiers could leave Chechnya in the coming months. The pullout, however, remains merely a declared intention. The Parliamentary Assembly of the Council of Europe welcomed the statement and restored full voting rights to Russia, which were suspended in April last year over Russia...

...order a pullout of American forces from nato?s peacekeeping operations in Bosnia and Kosovo. Now the Administration is backing off?Rice has said that ?it is important to review American deployments? but that ?any review will take place with allies.? Still, the U.S. will likely insist that its troop numbers be reduced?even though the U.S. accounts for less than 20% of the total peacekeeping force in the Balkans?and will move toward a burden-sharing arrangement in which the U.S. maintains a token presence on the ground but provides the military backup to deter aggression. They talk of myths; they tell me where the flesh lives; where a troop of young heroes and sheroes lean back in chairs, "beautiful. Impudent. Ready for life." Where the young "live not for battles won. Live not for the-end-of-the-song. Live in the along." I never have to ask where are the flowers? Sun? Where are the mothers? Fathers? Where...

...unilateral withdrawal by the Americans would immediately make the situation much worse. It's not just about troop strength. The Europeans already provide the bulk of the peacekeeping force in Kosovo, but even if they made up the shortage in troop strength if the U.S. pulled out, the problem is the message it sends. Everyone in the Balkans knows it was U.S. leadership that got NATO involved in the Balkans. The interventions in both Bosnia and Kosovo wouldn't have happened if it wasn't for the Americans, and if the U.S. pulls out its troops, that sends a powerful...
