...Egyptian side of the canal, and called upon the Egyptians and Russians to "rectify" the situation. On the basis of photos taken from the Samos satellite and U-2 planes, U.S. intelligence experts counted at least six batteries of six missiles each that had been moved into the truce zone after the cease-fire took effect. These weapons, along with twelve batteries of 72 missiles that were hastily shifted into the zone just before the truce took effect, created a threat to Israeli planes passing over the area and even flying above their own lines in Sinai...

Debate Over Talks. In secret Cabinet sessions, Defense Minister Moshe Dayan has urged that the Israelis call off the talks until the Egyptians carry out all provisions of the truce. So far he has been overruled. But Dayan, who had earlier visited Israeli soldiers in trenches along the Suez with Chief of Staff Haim Bar-Lev, is known to be considering resigning if the talks continue under the present circumstances. "He is debating with himself," a friend said last week, "over whether to continue in the Cabinet." A recent meeting between Dayan and Opposition Leader Menahem Begin threw a scare...

Denouncing the Middle East cease-fire as a "political fraud," China has carried on secret talks with the Palestinian commandos, who are opposed to a truce with Israel. China supports ongoing conflict partly because it wants to counteract any Soviet-American cooperation, partly because it wants to appear as the champion of revolutionary forces. Chou received a delegation of the Palestine Liberation Organization in Peking last week, and the Chinese chargé d'affaires in Baghdad has reportedly promised the guerrillas unlimited aid. Chinese aid so far has consisted mainly of small arms that are shipped to the Iraqi...

...intelligence effort is considerably more sophisticated. Yet last week's flap uncovered some amazing faults. One reason that the U.S. was unable to refute or substantiate the Israeli claims was simply its tardiness in getting off the mark. Although the truce went into effect on Aug. 8, the U.S. was unable to get its U-2 reconnaissance planes over Suez until noon on Aug. 9. Then the pilot of the first U-2 botched the job, allowing the brilliant sunlight to get in the camera and render his photos useless. Thus the first worthwhile flight was not made until...

Another day was lost when Israeli Defense Minister Moshe Dayan, aware that his enemy was moving missiles toward the canal, unexpectedly called for the truce to start 24 hours earlier than scheduled, hoping to stop the missiles in their tracks. The upshot was that at the crucial moment when the truce began, the U.S. had no immediate "before and after" shots to test the veracity of the Israeli claims that the Egyptians had deployed SAMs at six to 15 sites in the cease-fire zone after the truce went into effect...
