Last week a picture was released of Bremer in Ottawa later in April in a crowd outside Parliament, while inside, President Nixon was appearing with Prime Minister Pierre Elliott Trudeau. Bremer had stayed in the city's Lord Elgin Hotel for two nights. Evidently there was no ideological consistency to Bremer's obsession; he could have as easily taken a potshot at Nixon or Humphrey-or anybody...

Nationalists denounced the new policy as a "sellout," "hoax" and "one big zero" and threatened to make it a hot issue in the forthcoming Canadian election campaign. Prime Minister Pierre Trudeau may well beat them because he has taken aim at an unpopular form of investment. Takeovers, mostly by U.S. firms, account for only 17% of the flow of foreign investment money into Canada, but they are especially noxious to many Canadians because they do nothing directly to expand production or jobs but only transfer ownership to outsiders. Whatever happens in the next election, it would be a grave mistake...

...other hand, Canadians generally appreciate the fact that, in Trudeau's words, "it is because of American capital investment, and the technology that came with it, that we enjoy one of the highest standards of living in the world." Even some nationalists concede that U.S. companies have largely filled a vacuum left by the reluctance of some Canadian capitalists to invest in their own country. Such considerations clearly have won in shaping the government's policy...

...both sides rushed to complete one important document in time: the five-year Great Lakes Water Quality Agreement that commits both governments to initiate programs by 1975 which would "restore and enhance" polluted waters from Lake Superior to the St. Lawrence River. Expanding on the theme, Nixon and Trudeau raised the possibility of a similar agreement covering all the waters along the border -which would be more than ample reason for another presidential visit, if and when both men are reelected...

Despite the vast differences in their political and personal styles, Nixon and Trudeau have always been at ease with each other intellectually. In private talks, they agreed to press their negotiators to reopen talks-stalled since last December-on the economic issues. They also traded travelers' notes-Nixon on Peking, which has invited Trudeau for a visit, and Trudeau on Moscow, where he met Soviet Party Chief Leonid Brezhnev last spring...
