...residents are reaching the end of their food supplies, since relief flights were suspended on Dec. 1. But few are keen to accept the offer of Bosnian Serb leader Radovan Karadzic to guarantee safe passage to all civilians leaving the city -- an all too facile and cynical turnabout after eight brutal months of Serb barrage...

...real estate. Bush's proposals fell flat with Congress and the public, in part because of their tardiness: 17 months after the recession had begun. His poll ratings continued to slide. And when Pat Buchanan made headway against Bush in the Republican primaries by chiding the President for his turnabout on taxes, Bush repudiated the breaking of his tax pledge in 1990 as "a mistake." This was yet another refusal by the President to sell the public on the need for sacrifice and compromise...

SCORE ONE FOR THE BELEAGUERED HOUSE OF REPREsentatives, which demonstrated last week that there are limits to political cynicism, even in a presidential election year. In a surprising turnabout, the House narrowly rejected the balanced-budget amendment to the Constitution by a vote of 280 to 153, just nine votes shy of the required two-thirds majority. Rhode Island, New Hampshire and Connecticut will probably soon take the even more dramatic step of decriminalizing the possession of hypodermics. Movements are under way in New Jersey, California and Massachusetts to remove legal barriers and begin officially sanctioned needle programs. Even...

Domino's founder, Thomas Monaghan, 54, is known for making business decisions the same way he delivers pizzas: in 30 minutes or less. Monaghan has now made another turnabout, ending a two-year spiritual retreat and firing the four executives he had placed in charge of his empire. Monaghan's explanation: A heavenly influence directed him to get back into the kitchen. "God will help him find the way," a Monaghan spokesman told the New York Times. But Domino's problems are pretty down to earth. Partly because of stiff competition in the pizza-delivery business, Monaghan was unable...
