Iraqi Prime Minister Nouri al-Maliki was absent from the ceremony. On Monday he was scheduled to return from a two-day visit to the U.S.'s adversary, Iran, where he met with Iranian President Mahmoud Ahmadinejad and Supreme Leader Ayatullah Khamenei.
