Under a provision of the Immigration and Nationality Act (the McCarran-Walter Act) of 1952, the U.S. Attorney General has the power to decide whether Mandel is allowed into the country. His two earlier visits were authorized because the Justice Department decided that the political climate had mellowed since the act was passed. Now, apparently, Attorney General John Mitchell thinks that it has changed for the worse once again...

Mandel, who lives in Brussels and edits the militantly leftist weekly La Gauche (circ. 5,000), has written a number of books. His most recent is a two-volume work titled Marxist Economic Theory. Critics both in the U.S. and abroad have praised the book's fresh, undoctrinaire approach to Marxism, and the Economist felt that "no student can afford to ignore this very important work." Mandel's ideas may clash with American beliefs, but there is something absurd in the whole Mc-Carran Act notion that the U.S. must be protected from dangerous alien contamination by keeping...

...means is all of the criticism aimed at Shakespeare deserved. There has been a drop in USIA morale steeper than that accompanying most bureaucratic changes of command. But that is due mainly to the impending cut of 375 staff positions for reasons of economy, not ideology. Two weeks ago, USIA rushed out a propaganda film called The Silent Majority. Those who had not seen it automatically assumed from the title that it was a partisan rebuttal to the antiwar march on Washington, and there were cries of foul. Wallace's announcement will provoke no joy in the White House. To ensure his re-election in 1972, President Nixon wants to hold those Southern states that supported him in 1968 and pick up at least two of the five that supported Wallace. His Southern strategy is aimed at convincing the South's conservatives that the Republican Party offers them permanent shelter. It is designed also to deny Democrats the sure votes they once could count on in Dixie. Wallace's re-emergence could once again cost Nixon the electoral votes of Alabama, Mississippi and Louisiana...

Scientists were just as elated over what the astronauts had left behind. Performing well at the Ocean of Storms base, ALSEP (for Apollo Lunar Surface Experiments Package) had begun transmitting valuable data even before the astronauts left the moon. For the time being, earth controllers commanded two of the instruments-designed to investigate any traces of lunar atmosphere-to go into a stand-by mode; that would allow earthly gases left within them to bake out during the torrid two-week-long lunar day (maximum temperature: 240° F.). Once freed of these vapors, which interfere with their high-voltage...
