Whether the translocation will have implications outside John Q's family is still unclear. While fishing in Plains, Ga., last April, President Carter glanced up to discover the approach of an unusual foe -an enraged rabbit. Just why a rabbit was swimming straight for the Carter canoe, teeth flashing and nostrils flaring, was unclear. Carter later surmised that perhaps the creature was fleeing an attacker.
