Until the votes are counted, it will be unclear how large and how united the "flexibility" sentiment is. But the Wilkes candidacy--her ability to raise money--has proved that there is at least some semblance of such a voting bloc. And, with the organizing efforts of the Condominium Network and the continued attention of well-financed real estate interests, it is unlikely such sentiment will disappear until the next election. There will be more test cases like the 1572 Mass Ave and Linnaean St. controversies that have drawn large crowds to the city council chambers in recent months...

Many observers thought Wylie would disappear in 1979; instead, Mary Ellen Preusser went down the tubes. Preusser began her reelection campaign many months ago, but it is unclear how successful she has been. Though she has mounted a visible effort, especially in West Cambridge and in politically unpredictable Cambridgeport, Preusser has been hurt by two factors: her biggest issue, university expansion, was largely settled last summer when the city council finally adopted zoning laws to restrict the growth of tax-exempt institutions. ...spending by all nonmilitary Government departments, exempting only "entitlement" programs for which benefits are fixed by law. The reductions might total $12 billion for the Department of Health and Human Services alone. Just which programs would be cut or abolished to squeeze under these ceilings is most unclear...

Many Western experts doubted that the Soviet message meant that an invasion was imminent. But it was unclear what "radical steps" Moscow expected the Poles to take. Short of declaring martial law, a drastic event that could cause a massive civil uprising, Polish authorities could presumably start suppressing Solidarity's publications, banning union meetings and even arresting people accused of "anti-Soviet" attacks. All of these acts have in fact already occurred in scattered instances. But in the present atmosphere, any case of local repression could balloon into a major confrontation...
