...ascent began seven years ago in a Charlottesville, Va., bar called Miller's, a familiar crucible of the town's hot-music circuit. Between serving drinks there, Matthews hatched the idea of starting his own band. NGUYEN NGOC LOAN, 67, South Vietnamese national-police commander whose 1968 point-blank execution of a bound Viet Cong prisoner in Saigon stunned Americans when they saw it on film; in Burke, Va.
