Environmental groups still fear that even minute amounts of dioxin, which was an ingredient in the Vietnam-era defoliant Agent Orange, can cause epidemics of cancer. Zillions, based in Mount Vernon, N.Y., started life in 1980 as a less ambitious magazine called Penny Power but was revamped and renamed last year.
