...stopped embryonic stem cell research—but it has made funding more complicated, forced scientists to keep their federally-funded and non-federally-funded projects separate, and left a void where national ethical standards should be. Bush's executive order, which he issued Wednesday along with his veto, further demonstrates the same sort of evasion: Bush encouraged scientists to look for other “morally acceptable” ways to conduct stem cell research...

...concerning earmarks, those sneaky provisions lawmakers place into bills that typically allot funds for projects in their home districts. Bush, in his June 16 radio address, also focused on earmarks - and referred to the Democrats with that old-school label: "tax-and-spend." Most significantly, Bush has vowed to veto any appropriations bill that comes in above the amount he has specifically asked for. That's most of them. Come late summer or early fall, a showdown between the President and Congress could be in the cards...

...With reports this week that Japanese researchers have reprogrammed mouse skin cells to function like stem cells, the entire ethical issue could soon become moot. Still, the issue may provide the opportunity for the first of a wave of veto showdowns during President Bush's last 18 months in office. "The congressional Republican leadership protected the President for his first six years and kept measures that he would veto from ever getting to the White House," says Thomas Mann, a senior fellow at the Brookings Institution. "That time is over...
