This administration was willing to wade through hell and high water for the Bolton nomination because of personal friendship (and, one suspects, just to spite the rest of the world) but has flinched from every actual ideological conflict. Sunday's move would have required that the veto comprise two-thirds of registered voters - not two-thirds of those who actually vote - voting "no" in three provinces...
